Half the ports on 6548 stopped working

We have a PowerDsine 6548 unit which can supply power-over-ethernet (POE) to up to 48 devices. We have 42 access points that connect back to this one device for power. We noticed about half the access points were not responding and the other half were. To fix the problem I simply turned OFF power to the 48 ports and then turned the power back ON). Once this was done all the access points started responding and the handheld PC's were able to connect to the RF network. Any ideas what would cause this problem ...
